Judith Spencer

General Services Administration

Judith Spencer is the Chair, Federal Identity Credentialing Committee (FICC) at the General Services Administration. In this capacity, she is responsible for building consensus and promoting cross cutting solutions for unified logical/physical credentialing of Federal employees as directed in Homeland Security Presidential Directive 12, Policy for a Common Identification Standard for Federal Employees and Contractors. In addition, Ms. Spencer helps foster a united approach to Federal Identity Management activities – promoting a single activity that combines the goals of HSPD-12, the Federal Public Key Infrastructure (PKI), and e-Authentication. She works closely with the Federal PKI Policy Authority, in which capacity she promotes interagency cooperation and interoperability in the deployment of PKI. A key accomplishment of the Federal PKI is the Common Policy Framework that sets the requirements for the use of PKI in attaining HSPD-12 compliance. In addition, the Federal Bridge Certification Authority (FBCA) continues to promote interoperability between discrete trust domains and is a valuable resource to overall e-authentication activities. Prior to her current position, Ms. Spencer managed the Federal Information Security Infrastructure Program at GSA, which sought information systems security solutions for internet-based communications using public key technology. In addition, Ms. Spencer was involved in the efforts of the Federal sector to promote Critical Infrastructure Protection across the Departments and Agencies. Towards this end, Ms. Spencer led the transition of the Federal Computer Incident Response Capability (FedCIRC) from a pilot to operational status and worked with Federal agencies to build consensus for intrusion detection and incident response to unauthorized electronic exploitation. This activity culminated in USACERT at the Department of Homeland Security. Ms Spencer has been involved in Federal Information Systems Security efforts for the past 34 years.

Mary Ruddy

Meristic, Inc.

Mary is the founder of Meristic, Inc. She is a founding Board Member of the Information Card Foundation and Chief Steward of Identity Commons. She also founded and co-leads the Eclipse Higgins project, an identity management framework that includes an open source implementation of Information Cards. Mary’s work involves software projects and communities that address internet identity issues and trusted information sharing.

John Clippinger

Berkman Center Harvard University

John Henry Clippinger is Co-Director of The Law Lab at Harvard University, a new multi-disciplinary center founded to research the role of social, neurological, and economic mechanisms on the role of law in facilitating cooperation and entrepreneurial innovation. The goal of The Law Lab is to conduct controlled and open experiments on the Web and to develop open source software to facilitate the growth of a wide range of “digital institutions” to enable innovation and cooperation. The Law Lab is designed to be a global collaborative network of university, non profit and industry partners and is supported by a grant from the Kauffman Foundation.

Previously, Dr. Clippinger directed Social Physics project at the Berkman Center (www. socialphysics.org) that supported the development of an open source, interoperability identity framework called Higgins to give people control over their personal information. Dr. Clippinger also directed multi-disciplinary research and workshops to explore the impact of trust, reciprocity, reputation, social signaling on the formation of digital institutions. He is the author of A Crowd of One: The Future of Individual Identity (Perseus, Public Affairs, 2007).

He is founder and a board member of Azigo Inc. (formerly Parity Communications) and consults with Equifax, The Rendon Group, and other companies, foundations, and government agencies on technology, policy and business strategy.

John was CEO of Context Media LLC, a knowledge management software and services company and Director, Intellectual Capital, at Coopers & Lybrand (now Price Waterhouse Coopers). Prior to joining Coopers & Lybrand, he was founder and CEO of Brattle Research Corporation, which developed artificial intelligence, language processing and search software. He is author/editor of the book, The Biology of Business: Decoding the Natural Laws of Enterprise (Jossey-Bass, 1999) and the author of Meaning and Discourse: A Computational Model of Psychoanalytic Discourse (Johns Hopkins, 1977).

Dr. Clippinger is a graduate of Yale University and holds a Ph.D. from the University of Pennsylvania. He is a frequent participant at The Highlands Forum, The Aspen Institute, the CEO Leadership Institute of Yale School of Management, Creative Leadership Summit, Aspen Institute Italy, Fortune Brainstorm, Arab Thought Leadership Conference, World Economic Forum, Supernova, Diamond Exchange, TII/Vanguard, and The Santa Fe Institute Business Network.
